Education Inequality in the Post-Pandemic Era: Recovery Policies and Their Effectiveness

ABSTRACT
The COVID-19 pandemic significantly disrupted education systems worldwide, exacerbating existing inequalities in access, participation, and learning outcomes. This paper examines the effectiveness of post-pandemic education recovery policies in addressing these inequalities and promoting equitable educational outcomes. It explores major policy interventions implemented across different countries, including equity-focused funding, curriculum and assessment reforms, digital infrastructure expansion, targeted support for vulnerable learners, teacher professional development, and governance reforms. The paper further analyzes the mechanisms through which these policies influence educational equity, emphasizing the importance of evidence-based implementation, monitoring, and contextual adaptation. Drawing on comparative country experiences, the study highlights both successful and less effective recovery strategies, identifying key factors that determine policy effectiveness. It argues that while many education systems have introduced short-term measures to mitigate learning loss, sustainable recovery requires long-term investments in resilience, inclusive governance, and continuous policy evaluation. The paper concludes that equitable education recovery depends not only on increased financial investment but also on targeted resource allocation, robust accountability systems, inclusive policy design, stakeholder engagement, and adaptive governance capable of responding to future crises. These findings provide valuable guidance for policymakers, educators, and development partners seeking to build more resilient, inclusive, and equitable education systems in the post-pandemic era.
